CARC Scholar Delivers Keynote Speech at International Conference in Oman

At the invitation of the Ministry of Labour of the Sultanate of Oman, Professor Wang Guangda, Secretary-General of China-Arab Research Center on Reform and Development, attended the international conference National Planning and Achievements – Future Outlook and Aspirations held in Muscat, the capital of Oman, from April 22 to 23, 2025. As the first keynote speaker, Professor Wang delivered a keynote speech titled Sustainable Development and International Partnerships: China’s Perspective, Practice, and Contribution.

Officials and experts in related fields, including Oman's Deputy Minister of Labour Salim Al Busaidi, gathered to discuss effective ways to address future challenges, seize emerging opportunities, and deepen multi-sector partnerships. This conference served not only as an important platform for dialogue and experience-sharing, but also as a strategic venue for forward-looking efforts to serve national development.

During the conference, Oman's Deputy Minister of Labour presented a medal to Professor Wang Guangda.

The Ministry of Labour of Oman was established on June 11, 2001. It is responsible for formulating and implementing human resources policies, promoting the regulation and sustainable development of the labor market. The ministry drafts labor laws and regulations, builds a comprehensive labor market information system, optimizes the development and allocation of human resources, and supervises the enforcement of laws and regulations to ensure fairness and efficiency in the market. In addition, it conducts in-depth research on the private sector's demand for expatriate labor, provides vocational training and technical education, formulates training programs that meet professional standards, grants qualifications, and tracks the employment status of graduates to ensure the effective use of human resources. The ministry also improves citizens' awareness of the value of work through career guidance programs, stimulates individual initiative, and cooperates with relevant institutions to implement employment programs, evaluate their effectiveness, and continuously optimize policies. It is committed to improving employee performance, promoting the modernization of human resources management, and representing the country in local, regional, and international labor-related conferences to promote international cooperation and experience-sharing. Its vision is to build a regulated and stable labor market and cultivate a high-quality national workforce to provide strong support for the country's economic development. Its mission is to increase the proportion of national manpower in the private sector through transparent and flexible policies and excellent services, promoting economic prosperity and social progress. In the future, the Ministry of Labour will continue to focus on scientific management and innovative policies to promote human resources development and labor market construction, contributing to the comprehensive development of the country.

This conference focused on the pioneering national plans and achievements under Oman Vision 2040, aiming to explore forward-looking strategies to respond to national and global changes and promote sustained economic and social growth. It provided a valuable platform for government agencies, the private sector, and academic institutions to exchange experiences and share ideas, working together to achieve national development goals and consolidate Oman’s position as a regional hub for innovation and sustainable development. The conference featured six main themes. Experts and scholars conducted in-depth exchanges and discussions on national vision and strategic planning, national planning and achievements, innovation and digital transformation, sustainable development and international partnerships, best leadership and management practices, and future foresight. Keynote speakers included Professor Wang Manchuan from the National Academy of Governance of China; H.E. Mohammed bin Hassan Al-Ansi, Chairman of the Labour Market Committee of the Oman Chamber of Commerce and Industry; Professor Mohammed Al-Mouden, a public law professor from Morocco; Ibrahim bin Said Al-Riyami, Vice Chairman of the Board of Directors of Ooredoo Oman; and Nasser bin Mohammed Al-Fannah, Director of the Technical Projects Office at the Ministry of Transport, Communications and Information Technology of Oman.
