China-Arab Research Center on Reform and Development(CARC), sponsored by the Ministry of Foreign Affairs, the Ministry of Education and the Shanghai Municipal Government, is conducted by Shanghai International Studies University, committed to building a world-class think tank base and an international platform for the exchange of ideas, with the functions of talent cultivation, research and training, etc.

   Approved by the Central government, CARC was established on April 20th, 2017, aiming at intensifying the achievement of President Xi Jinping’s visit to Arab League Headquarters, enhancing the exchange of experience in reform and development, and the states governance between China and Arab countries. On July 10th, 2018, President Xi Jinping delivered a speech at the opening ceremony of the eighth ministerial meeting of the China-Arab States Cooperation Forum,“the China-Arab Research Center on Reform and Development that I advocated has operated smoothly and become an ideological platform for exchange of experience in the reform and opening-up, and the country governance. In future, the Center is expected to function more greatly in providing intellectual support for both sides.” On December 9th, 2022, President Xi Jinping proposed eight major initiatives on China-Arab practical cooperation at the first China-Arab States Summit，and mentioned in Article 6 that “China will continue to strengthen the China-Arab Research Center on Reform and Development and enhance the dialogue of civilizations and the exchange of experience in governance between the two sides.”

     Since the establishment of CARC, we’ve formed the Board and the Administration Team, meanwhile, we’ve gained remarkable efforts in building “Four Major Platforms”. In terms of studies and training, we are organizing training courses for middle and senior government officials, think tank scholars and mainstream media staff in the Arab countries; with respect to talent cultivation, CARC is recruiting MA and Ph.d candidates majored in Chinese Studies from the Arab countries, including the “Sino-Arab Chinese Translation Joint Training Program”;  in regard to the think tank research, we are redacting series of “Brief on Seminars of the China-Arab Research Center on Reform and Development”，“Brief on Arab Countries’ Current Situation” and “China-Arab Reform and Development Research Report” for the relevant institutes. More finely elected curricula on Sino-Arab Reform and Development and the governance conception exchanges, the excellent academic translation projects and think tank research topics are initiated annually；concerning external communication and publicity, our annual “China-Arab Reform and Development Forum” co-organizes international seminars with relevant domestic and foreign think tanks.

     Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, CARC will implement resolutely the spirit and the important instructions of President Xi Jinping, recruit most elites, produce more academic achievements in the fields of China-Arab Reform and Development and experience exchange in the governance philosophies. To fulfill the Diplomacy of a Great Country with Chinese Characteristics, build a community of shared destiny between China and the Arab states, CARC will "function more greatly in providing intellectual support for both sides."
